Statement of Indigenous Youth on the Climate Crisis and Indigenous Peoples Right to Self-Determination

我們是76位參與亞太原住民青年氣候營 (2010年11月3至5日,菲律賓碧瑤市)的原住民青年,分別來自尼泊爾、印度、孟加拉、緬甸、泰國、柬埔寨、馬來西亞、印尼、菲律賓、台灣及澳洲,以這份聲明稿共同表達我們對自決權及氣候正義的聯合立場。
We, the participants of Asia Pacific Indigenous Climate Youth Camp, 3-5 November 2010, Baguio City, Philippines having convened 76 indigenous youth delegates from Nepal, India, Bangladesh, Myanmar, Thailand, Cambodia, Malaysia, Indonesia, Philippines, Taiwan, and Australia, collectively express our united stance for self determination and climate justice in the climate crisis.
因為其與土地和環境的複雜連結,原住民族受氣候變遷的影響深遠。正是在他們所處的環境,原住民族獲得糧食安全、傳統生計和知識、福利以及根植於他們祖先的土地的文化完整性。
Indigenous peoples are most affected by climate change because of their intricate relationship with the land and the environment. It is in their immediate environment where indigenous peoples acquire food security, traditional livelihoods and knowledge, wellbeing and as well as their cultural integrity rooted in their ancestral land.
氣候變遷的後果深深影響到原住民族的生計、根據習慣法的資源管理、生態循環和永續性。原住民族迫切需要應對氣候變化的不利後果的有效且有意義的行動,這是一個生死攸關的問題。只有通過確實承認原住民族管理和發展其領土所俱之資源的權利、實踐他們的傳統生活和做法,並承認他們對自治的權力來實現。這些權利必須納入政府的政策和方案,以保護原住民族的部落,文化、傳統和特性,以及我們的未來和子孫後代。
The consequences of climatic change present real problems that affect indigenous peoples livelihood, customary resource management, and ecological cycle and sustainability. It is a matter of life and death for indigenous peoples that effective and meaningful action is urgently needed to respond to the adverse consequences of climate change. This can only be achieved through the genuine recognition of Indigenous Peoples rights to manage and develop the resources in their territory, practice their traditional livelihood and practices and the recognition of their right to self governance. These rights must be enacted in government policies and programs to protect indigenous peoples’ communities, their culture, traditions and identity for our future and the generations to come.
因此,我們亞太原住民青年團結一心,呼籲國際社會聽取和考慮我們的呼籲和決議。
Therefore, we, the Asia-Pacific indigenous youth united as one, would like to call on the global community to hear and consider our calls and resolutions.
◎我們呼籲國際社會確保原住民族,包括原住民青年和婦女在所有氣候變遷的決策制定過程中完全和積極參與。
We call on the global community to ensure the full and active participation of the Indigenous peoples, including indigenous youth and women in all climate change decision making processes.
◎我們呼籲所有聯合國的會員國、世界銀行、各國政府和國際金融機構,尊重原住民族管理自己的土地、森林、河流和其他資源的權利。目前市場為基礎以減輕氣候變遷的解決方案,並沒有對減少工業化國家的溫室氣體提供真正的和具體的改變。這些機制,不只是合法化富有工業化國家和跨國公司對環境的掠奪,更進一步的侵犯原住民族的權利,特別是自由、事先和知情同意權。
We call on the member states of the United Nations, World Bank, governments and international financial institutions to respect the rights of Indigenous Peoples in managing their land, forests, rivers and other resources. The current market- based solutions to mitigate climate change do not offer a genuine and concrete change in reducing green house gas emissions of the industrialized countries. These mechanisms, do not just legitimize the plunder of the environment by the rich and industrialized countries and multinational corporations but further violates the rights of indigenous peoples, especially the right to free prior and informed consent.
◎我們,參與ICYC的原住民青年,表達我們反對任何形式的市場基礎解決方案,如REDD和REDD Plus等機制,我們認為這樣的解決方案是錯誤的並侵犯我們的原住民生活方式。
We, the indigenous youth in the ICYC expresses our disapproval of any forms of market based solutions to mitigate climate change such as REDD and REDD Plus mechanisms, and we consider such solutions as false and an intrusion into our indigenous way of life .
◎我們敦促聯合國會員國和跨國公司在實施任何發展政策和項目前,承認原住民族的自由、事先和知情同意權(FPIC)。我們要求在發表任何項目前,實行徹底和全面的影響評估。
We urge the member states of the UN and multinational corporations to recognize the Free Prior and Informed Consent (FPIC) of the Indigenous Peoples before implementation of any development policies and projects. We demand a thorough and holistic impact assessments before any projects are introduced.
◎在拯救森林有其急迫的必要性,而我們,身為原住民青年和在各自的組織和社區的領導人,將努力實現它。我們呼籲國際社會,特別是供資機構和政府機構支持原住民青年的倡議,以便能夠應對氣候變遷的後果。我們重申,教育活動在對各部落原住民族的能力培育是很重要的元素,尤其是青少年。
The need to save the forest is a must, and we, as indigenous youth and leaders in our respective organizations and communities will strive and endeavor towards it. We call on the global community, especially funding institutions and government agencies to support indigenous youth initiatives to be able to respond to the consequences of climate change. We reiterate that educational programs are important elements in empowering the indigenous peoples in various communities especially the youth.
◎我們呼籲聯合國會員國遵守聯合國原住民族權利宣言第18,19,28和29條條文,這將確保原住民族參與所有關於自然資源管理和在其土地進行的發展方案之決策過程的權利。
We call on the UN state members to comply with the UN DRIP articles 18, 19, 28, and 29 which will ensure participation in the decision making process, in any issue regarding IPs’ natural resources management and development programs in their land.
◎我們呼籲國際社會建立一個聯合國氣候變遷原住民事務專家小組,透過聯合國機制,制定並確認在2050年減少95%排放量的行動計劃。
We call upon the global community to establish a UN Expert Group on Climate Change on issues concerning Indigenous Peoples through UN Mechanisms that would define the plan of action to reduce emissions by 95% by 2050.
◎我們應與其他地方、國家、區域和國際各級和我們有相似目標的組織和機構建立和鞏固關係。我們應共同合作,為我們的權利、我們的生活、我們的土地和我們的人民而奮鬥,堅持和推進我們的對自覺和保存原住民族生活方式的權利。
We shall establish and fortify relations with other organizations and institutions from the local, national, regional and international levels that have similar goals as ours. We shall collaborate to fight for our rights, our lives, our lands and for our people, to uphold and advance our rights to self-determination and indigenous ways of life.
